Essex mental health trust's leaders need to improve, says CQC

The Care Quality Commission has published its latest assessment of the Essex Partnership University NHS Foundation Trust, and the verdict is clear: leadership at the top still needs meaningful improvement. The report comes as the trust remains under the spotlight of a public inquiry into the deaths of mental health patients.

Inspectors looked at how the trust is run, how it manages risk, and whether its leaders are visible and accountable. While they found some pockets of good practice, the overall rating for leadership was judged as requiring improvement. The CQC said that although staff were often dedicated and caring, the systems around them were not always reliable. There were concerns about how quickly decisions were made, how learning from incidents was shared, and whether senior managers were truly in touch with day-to-day pressures on wards.

The trust has been under intense scrutiny for some time. The inquiry into mental health deaths has already heard harrowing evidence about failings in care. This new report does not suggest those problems have been fully resolved. Instead, it points to a leadership culture that is still developing, with inconsistent oversight and a lack of clear direction in some areas.

A spokesperson for the trust said they accepted the findings and had already started work on a new improvement plan. They stressed that patient safety remains the priority and that changes to leadership structures were underway. But the CQC was blunt: until the culture at the top shifts, the risk of repeated failings stays real. The trust will now be monitored more closely, with another inspection expected within months.
