A new state program will offer a health insurance subsidy to early childhood educators in Connecticut starting in 2027, aiming to cover a significant gap in coverage among the workforce. According to a recent study by Access Health CT, an estimated 5,600 of the state's 31,000 early care and education workers currently lack health insurance. The subsidy is designed to make coverage more affordable for these workers, who often earn low wages despite the high cost of care they provide.
The initiative targets a workforce that has long struggled with low pay and limited benefits. Many educators in child care centers and home-based programs work part-time or for small employers that do not offer health plans. The new subsidy will help these workers purchase insurance through the state's health exchange, reducing their monthly premiums. State officials say the program is part of a broader effort to stabilize the early childhood sector, which has faced staffing shortages and high turnover. By improving access to health care, policymakers hope to retain experienced educators and attract new talent to the field. The subsidy will be funded through state budget allocations and is expected to roll out in phases starting in 2027.
