The Kenyan health ministry recently stated it would not compromise on data privacy laws, while South African diplomats have questioned the legality of linking mineral rights to humanitarian aid. Some analysts say the strategy risks alienating allies who have long relied on American support, especially in the fight against AIDS and malaria.

The standoff highlights a broader shift in U.S. foreign policy under Trump, where aid is increasingly treated as a transactional tool. For now, negotiations remain stalled, with several governments demanding a return to unconditional assistance or a renegotiation of terms. The outcome could reshape how the United States engages with Africa for years to come.
