Some analysts say the strategy risks alienating allies who have long relied on American support, especially in the fight against AIDS and malaria.

The standoff highlights a broader shift in U.S. foreign policy under Trump, where aid is increasingly treated as a transactional tool. For now, negotiations remain stalled, with several governments demanding a return to unconditional assistance or a renegotiation of terms. The outcome could reshape how the United States engages with Africa for years to come.
