The United States has confirmed it will phase out financial support for Namibia's HIV response by 2027, bringing an end to a long-running aid partnership. The decision follows months of stalled negotiations over data-sharing requirements that Washington had attached to any extension of funding beyond that date.

Namibian officials refused to accept the terms, which would have required broader access to patient-level health data and program metrics. The Namibian government argued that such conditions conflicted with its national privacy laws and sovereign control over health information. The US, for its part, maintained that the transparency measures were necessary to ensure accountability for taxpayer dollars and to track the effectiveness of treatment programs.

The current funding arrangement, primarily channeled through the President's Emergency Plan for AIDS Relief, or PEPFAR, has supported antiretroviral treatment for tens of thousands of Namibians. Health officials in Namibia have warned that the withdrawal could disrupt supply chains for HIV medications and testing kits, though they have pledged to find alternative sources of financing.

The phase-out will happen gradually over the next two years, giving the Namibian health ministry time to adjust its budget and procurement plans. Local health workers have expressed concern about potential gaps in care, especially in rural areas where US-funded clinics have been the primary providers of HIV services. The Namibian government has said it is in talks with other international donors and global health funds to cover the shortfall, but no formal agreements have been announced yet.
